Opioid Settlement Proceeds Grant

SITUATION: As part of a civil litigation against manufacturers and distributors of prescription opioids, the City of Jacksonville (COJ) was awarded approximately $80 million over a period of 18 years to help Jacksonville combat the opioid crisis. The purpose of the COJ Opioid Settlement Proceeds Grant (OSPG) is to contract with agencies who have been in operation for a minimum of three years to provide funding for programs operating in Duval County and for Duval County residents only relating to the prevention, treatment, and/or recovery support of those with opioid use disorder (and co-occurring substance use disorder and/or mental health conditions).

PROGRAM OBJECTIVE: In response to the FY 2025–2026 COJ OSPG, HPCNEF developed a new initiative under their S.T.I.G.M.A. (Strategies That Inspire Growth, Mindfulness, and Access) framework. The Stories of Lived Experience (S.O.L.E.) Program focuses on prevention and aims to reduce opioid use and misuse by addressing one of the most persistent barriers to care: stigma.

IMPACT: 

  • Creates multimedia outreach tools, including video storytelling, interactive exhibits, and community events
  • Develops and disseminates resource materials that reduce stigma and raise awareness of OUD/SUD risks, treatment options, and recovery support
  • Gathers participant feedback to measure perceived stigma and program impact
