Certified Community Behavioral Health Clinics (CCBHC) Planning, Development & Implementation

SITUATION: Starting Point Behavioral Healthcare (SPBH) was awarded the FY 2022 Certified Community Behavioral Health Clinics (CCBHCs) Planning, Development, and Implementation Grant (CCBHC-PDI Grant) for Fiscal Year 2022. CCBHCs provide person- and family-centered integrated services. The intent of the CCBHC-PDI grant program is to (a) assist organizations in the planning for and development and implementation of a CCBHC that meets the CCBHC Certification Criteria (b) provide a comprehensive range of outreach, screening, assessment, treatment, care coordination, and recovery supports based on a needs assessment that aligns with the CCBHC Certification Criteria, and (c) support recovery from mental illness and/or substance use disorders (SUD) by providing access to high-quality mental health and SUD services, regardless of an individual’s ability to pay. This includes any individual with a mental or substance use disorder who seeks care, including those with serious mental illness (SMI), substance use disorder (SUD) including opioid use; children and adolescents with serious emotional disturbance (SED); individuals with co-occurring mental and substance disorders (COD); and individuals experiencing a mental health or substance use-related crisis.

PROJECT OBJECTIVE: HPCNEF will work with SPBH to develop a steering committee comprised of consumers, family members, and SPBH staff to design and conduct the community needs assessment (CNA) and update it within three years. The CNA will address (1) the availability and accessibility of services; and (2) the cultural, linguistic, and treatment needs, including the needs of all sub-populations (e.g., racial, ethnic, gender, sexual orientation) who experience disparities in access to and outcomes from behavioral health services and (3) intentionally seek input from consumers and family members.

IMPACT: 

  • Designs and conducts a Community Needs Assessment report
  • Ensures data protection by means of safe storage; ensures HIPAA compliance
  • Coordinates data tracking, quality control measures
  • Analysis of data; standardizing data reporting development
  • Conducts quality improvement according to evidence-based models
  • Develops infographics describing the CCBHC model, health disparities, and Community Needs Assessment results
  • Provides technical assistance, program consultation, and quality improvement recommendations for Starting Point Behavioral Healthcare and their community partners
