SITUATION: The Ryan White HIV/AIDS Program is a key part of the Ending the HIV Epidemic in the U.S. (EHE) initiative, which aims to reduce new HIV infections in the United States by 90 percent by 2030. The Ryan White HIV/AIDS Program is a comprehensive system of care designed specifically for people living with HIV. The system of care includes primary medical care and essential support services for people who are uninsured or underinsured. Similarly, the Housing Opportunities for Persons With AIDS (HOPWA) Program is the only federal program dedicated to the housing needs of people living with HIV/AIDS. Under the HOPWA Program, HUD awards grants to local communities, states, and non-profit organizations for projects that benefit low-income persons living with HIV/AIDS and their families.
PROGRAM OBJECTIVE: In the past, HPCNEF was the lead agency for the Ryan White and HOPWA programs in Volusia County for many years. When the Volusia County Health Department exercised their option to become the lead agency, HPCNEF maintained their commitment to the programs by offering proven expertise as the fiscal intermediary between federal and state funding and community-based organizations.
