In August 2022, Council President Terrance Freeman tasked Jacksonville City Council to develop a Special Committee “to address Critical Quality of Life Issues” (CQLI) that affect its citizens.
The focal issues explored were:
- Affordable Housing
- Homelessness
- Access to Healthcare
Council Member Michael Boylan asked Susan Grich, HPCNEF President and CEO, to collaborate with 25 other stakeholders in a work group to address Access to Healthcare.

In December 2022, the 58-page final report of the CQLI Special Committee, including results and recommendations, was presented to City Council.
